Special Orders at the Loading Dock
Special orders lived in a brown folder by the dock phone: mix recipes, co-op fence runs, last mineral-block tickets before closing.
GET /api/orders lists those cards. Open and fulfilled cards show their text. Sealed means the caretaker has not published the body yet — do not invent it.
POST /api/orders/{code}/report adds an optional public note on a card.
